Why this ranking differs

This is the general-purpose ranking: tools built to take an inbound RFP, work out what it is actually asking for, and produce a response from content your organisation already has. It uses our default weighting — AI agent capability 50%, ease of use 20%, content and answer management 20%, collaboration and workflow 10% — because for most response teams the binding constraint is genuinely how much of the draft the software can produce on its own, and because a tool nobody wants to open produces nothing at all. If your bottleneck is chasing subject-matter experts rather than writing, raise collaboration and workflow and the order shifts. One thing worth saying plainly before you read the order: nothing in this category yet responds to a complex RFP end to end without a competent human editing the result. Vendors who imply otherwise are marketing at you. What the better tools genuinely do is collapse the first draft from days to hours and keep every answer traceable to the source it came from, which is a smaller claim and a much more useful one.
